This is a Horizon-run casino, built in 2077 by Horizon as a part of their Fun City plans. It is built in an art-deco style which is reminiscent of the 1910s and 1920s USA, which the casino is themed after.
There is an "unadvertised" VIP lounge in the basement themed as a speakeasy, which is a poorly kept secret of the building.
