This spell masks a characters' activity in an area. Like all physical illusion spells, an observer makes an Intuition + Logic check (or Object Resistance if inanimate object) and if they score as many hits as the magician casting the spell, they fully resist the spell. Everyone who fails to resist the spell will only see an image of the target performing an apparently innocent activity appropriate to the setting. If the target moves away from the area, the spell is broken. Any obviously inexplicable phenomena as a result of action on the part of the target, such as voices, spells, or attacks, allows those viewing or listening to make a Perception test with threshold number of successes in the spellcasting to dispell the illusion. If they fail, they come up with some other plausible explanation for what happened.
Spell Creation
So 4th edition (Street Magic, p.158) gives a table for extended tests to create a spell and lists creating a base Illusion spell as Arcana + Logic (12) [3 months] which is a bit prohibative, that that is before considering the spell features (which is based on 4e drain) and the Build/Repair table. It seems to me that it would be best to just take the PhD paper as the creation process but maybe for subsequent spells we should port that mechanic to 5e.
