The Novi Pazar Enclave is a small city-state nestled between Serbia, Kosovo, Albania, and Montenegro. It is a Slavic Muslim stronghold in the region, being a historic Ottoman seat is relatively stable thanks to generous funding from the two Turkeys as a sort of a proxy war in lieu of an actual war in the region. Because of this, while the enclave has a secular elected government, de facto power is held by the ulama, who does the narrow tightrope walking of balancing its benefactors while trying to keep the peace in the region. Thankfully, their neighbors have bigger problems so mostly leave this city-state alone.
