The gang - the 37 Juggernauts were squatting here for a long time, and profiting off the chipheads and addicts who inhabited the squat. Malta has since gotten them to back off, mostly moving into street protection rackets, and dealing in drugs for the users. Malta has also been making sure to make the place a little more livable, mostly by making sure the children are looked after, the chip heads aren't hurting themselves, and the drug addicts are doing so cleanly. Probably one of the best drekholes in Redmond, but still in Redmond.
