Officially, this breaks the rules (against my favour) by taking 5 more negative than positive. A fix would be removing Bioluminescence or Neoteny, but those are important to the theming of the SURGE. On the other hand, while RAW I am totally allowed to take Impaired Strength and Body, they effectively won't limit me and are "free" (it's not like I was ever going to buy Str/Body 6). They do fit in with the Gnome theme however. Basically I want to take more negative than I need with a couple that don't affect me, and taken together they solidify the theme.

So I've taken a look at the relevant rules about this and here are my thoughts:

* While I won't disagree it's thematic, I don't think Impaired Strength and Body, because they won't actually limit you, should be able to count for full value. I wouldn't go as far as saying you can't take them ''at all'', or have it contribute nothing to your Positive/Negative quality balance count, but it feels like you're actually doing 30/19 and that is not something which seems reasonable.

** Taking the two at 1/2 value it'd count as 30/27, which means you need 66 karma to take the SURGE, and then applying the Decaying Dissonance discount would be 41 karma. I am OK with the karma for Decaying Dissonance count discounting the SURGE since the Will/Logic improvement doesn't actually give you the points thereof and you will still need to pay to increase it to whatever your new maximum is.
